European elections 2009 (92): As the EPP in Warsaw Europe will win (just me)

(Original: European Parliament elections 2009 (92): How the EPP is going to win Europe (but not me) )

Today and tomorrow will meet the European People's Party (EPP), ie European conservatives, Christian Democrats and the center-right parties to its Congress in Warsaw, to finally adopt its election platform and launch their election campaign.

The EPP is lagging so far behind all other major European parties, both in the choice program and as far as the election campaign. But in Warsaw, all the great leaders who will meet the EPP - the program reads like a who's who of the powerful European and abuse of power ends - and all lead in the aisles.

They will celebrate their past victories and Europe confirm that they will again go as a win.

your choice draft program will adopt without major changes, any change would be a democratic step that might jeopardize the election campaign.

the dullness and weakness of Barroso, the emotionless efficiency of Angela Merkel, the antics of Berlusconi and Sarkozy are glorified just like the grumpy Hans-Gert Poettering, in his capacity EU Parliament President, and (if it's going well) all this with such grandiose Europeans such as Jean-Claude Juncker whitewash.

How confident of victory, the EPP, the European polls speak for them, one can see in this selbstbeweihräuchernden video, which also can not miss all those elements that would make such a video for the YouTube audience interest (at the moment of writing have only just over 72 people viewed this video on Youtube ...):

So maybe I am too europtimistisch to believe that European policy is a real European vision should be conducted to discover the positive impulses emanating from the EPP. So far I've

but still nothing and (almost) see anyone coming from the EPP that would convince me that this party and its people the right thing for Europe and the European Union would be!

see (time as the Congress is running, in addition to the Live Stream EPP will also try New Europe , then report)

European elections 2009 (91): As a French Minister of the elections denounced

(Original: European Parliament elections 2009 (91): French minister and EP candidate ridicules the European elections )

During a meeting of the UMP, youth organization (the UMP's Nicolas Sarkozy's party), the French Justice Minister and number two in the UMP list for the European elections, Rachida Dati , denigrates the election campaign and thus discredited:

On Taurillon there is to an excellent article entitled "Red Card to Rachida Dati and her wicked Europe incompetence." The article explains Laurent this incredible misfire with the fact that this campaign rather Dati sees as a reduction, not as a political opportunity.

fallen out of favor politically, they were nominated for the European list to then disappear from her post as Minister of Justice, and not because they had distinguished himself as a convinced European. You could say that they would be frustrated.

But anyway: In coming to such an event totally unprepared as to giggle a little child, and like to present an absolute newcomer and not as a professional ruin not only their reputation, but also destroyed a lot of credibility these European elections, which also occasionally can not complain of condescension.

And while I appreciate the fact that the election campaign in France is much livelier and more active than in many other EU countries, it is still unacceptable to nominate droves politician for a job that actually requires openness to new ideas .

Thank Mr. Sarkozy!

The Parliamentary Assembly debate on the next Secretary General of

(Original: Parliamentary Assembly debates next Secretary General of the Council of Europe and celebrates the 60th anniversary CoE's )

No, the Europe is not the Council of the European Union , he is an independent international organization with 47 member countries of the continent.

The € Europe is a European Union light , he is like the smart older brother from whom all thought that he would sometimes be the pride of the family, except that the younger brother studied economics, got rich (with coal and steel ), and so now for all the family gifts and should be the darling boy. The elder brother studied philosophy, came around, always had more real friends, wrote the books better, had the better answers and I was respected by his colleagues and all who knew him - only he had simply never been enough money and attention, to make himself popular.

This older brother, € Europe this year celebrates its 60th Birthday.

meets this week, the Parliamentary Assembly of the Council - the Consultative Assembly, the predecessor of the European Parliament, is very similar - their second of four annual meetings. Parliamentarians from the 47 Member States in Strasbourg to discuss issues of general importance and urgency.

course also plays the birthday of the Europe an important role during this sitting week. In his birthday speech after this small film summarized Lluís Maria de Puig , the President of the Parliamentary Assembly met the Council of Europe as successful.
" The € Europe is above all a moral size, this size is different ways, but with the same goal, expressed by the judgments of the European Court of Human Rights , which this year celebrates its 50th birthday, by the Committee of Ministers , which represents the governments, through the institution the Commissioner for Human Rights by the Venice Commission and by European Youth Centre , to name just a few, and of course by this meeting with the elected representatives of the voice of 800 million Europeans to the outside. "
the important issues of this sitting week will be the three urgencies :
  • the situation in the Moldova ;
  • the non-ratification of the Protocol 14 to the European Convention of Human Rights and
  • to election of the next Secretary General of the Europe .
Regular readers of my blog will know English, why first topic is important (for future here and here ).

The second theme is an old friend for € Council of Europe experts, since identified four years: 46 of 47 Member States of the Council (which have so that all the European Convention on Human Rights (ECHR) was ratified, including some additional Protocols), have the 14th Additional Protocol to the Convention signed and ratified, and has been for years. Only Russia, although it signed the protocol, refused to ratify it. This protocol is intended to the Functioning of the Human Rights Court, which oversees the Convention to reform and simplify, as the European Human Rights Court is overloaded with cases and can work faster has to be justice to his task. But since Russia would not benefit them, of course, if more cases were closed (against Russia), it blocked the reform that can only come into force when all 47 states have ratified the protocol.

The third theme , most of you probably do not have on the screen. € The Council receives this year a new Secretary General. The incumbent, Terry Davis may not run again, and so, Member States were invited to submit nominations for a successor.

According to various sources (eg here and here ), there were four candidates (the deadline for doing so had expired in March), internal of which, after a vote at the diplomatic level in the past week (the unconfirmed results are be published here ) only the first two below the names of the Parliamentary Assembly at its next meeting in June provided.

Candidates are (or were):
The final agenda According to the debate will take place over the next Secretary-General on Wednesday 15 clock, and the discussion on Republic of Moldova will follow afterwards. The 14th Additional Protocol is on Thursday on the agenda.

are shown as the entire session via Live Stream you can look at the well.

It seems an interesting birthday week to add and are still talking of Tarja Halonen , President of Finland and the English Prime Minister José Luis Rodríguez Zapatero .

is the end really only one request: I know that the euro ignored by most of Europe and by some estimates is low, but the themes he worked and the width of the countries it covers, make it one of the three major European agencies such as the EU and the OSCE. I can-follow only recommend what happened in its various organs and institutions, because even if the political impact may not always be visible, so the € Europe plays but in many cases, not least in Eastern Europe and in connection with legal judgments of the Court of Human Rights, a central role in the protection of European values, especially for the protection of human rights!

I wish, therefore, happy birthday, brother € Europe, and wish them much luck and success for the future!

(Note: The English original of this article was the 500th Article of "Watching Europe. Since it was only logical to him to widemen a pan-European organization, which is older than the European Union, which - to know not many - the mother of the European flag and anthem, the ranges in nearly all areas of the continent, and to the values prescribed, are also driving for my personal, political and professional activity: human rights, democracy and rule of law)

Newborn Congratulation

The "€ ballot" to the policy factory for the 2009 elections: a successful kick-off event

(This is a great opportunity to write the first German entry in this blog A translation for the English version of the blog there later.)

Sunday evening I was at the kick-off event of ballot, a voluntary initiative of the student policy factory in Europe in Berlin.

€ The ballot has set itself the goal of young people throughout Germany for the European elections to interest and delight, (have been recruited for the 80 young "ballot" as an ambassador and trained) in particular debates in 80 German cities, but also print, audio, and video materials to be distributed all over Germany and shown .

The event to start the action tonight was a complete success, without compromising!

were invited representatives of Germany's five political parties represented in Parliament.

From left :
The atmosphere was excellent, and the mixture of young people, over 200 were determined, excellent.

One can talk about elections, politics and young people a lot of stupid and intelligent stuff, but have in the room because I felt nothing of disinterest, lack of passion, politics.

If passion brings together for European policy and a willingness to engage in a common cause more than 200 young people, then little is left of such negative talk. And since the Euro-skeptics can and down the country down and lash out like mad, so much positive atmosphere they can not make their whole life!

The candidates (and the leader) seemed to be in a space policy in Europe and enthusiastic young people feel good. The discussion was open, direct, and especially within Europe, and even if sometimes had to break through the typical politician's speech, seemed the but five MEPs to be able to adapt quite well to the audience.

Only Pöttering made several times is not a good figure, muttering to Rebecca Harms, told extravagant stories, intended to prove his political beliefs (but were just boring), and also drove one of the questioners on the mouth. If I did not choose one for tonight, then Poettering.

I could write a lot about the event , but because that would clearly too long, here just a list of questions or topics that the young viewers interested in the hall, to which she replies and comments from the candidates wanted:
  • low turnout as a result of lack of information or lack of identification?
  • militarization of the EU?
  • initiative for the European Parliament?
  • meaning of the Federal Parliament in relation to the EP?
  • Different value of the vote in different Member States without Nations
  • Europe - Europe of the regions?
  • role of religion in Europe?
  • why no less quarrel between politicians?
  • inclusion of Turkey into the EU?
  • reduction of agricultural subsidies?
  • opinion about the Lisbon Treaty?
  • referendum for amendments?
  • length of the ballot (because quite long in some states) back
  • as prosperity in Europe?
  • on the views of youth organizations in European politics?
The five on the panel picked because of the large number of questions out they liked best, and so the answers were mostly from relatively satisfactory, which the hall took well-meaning, with frequent but sincere applause, regardless of who the answer came.

One thing that was stressed "across party lines", the special role of the individual members of the European Parliament :

Unlike in national parliaments, with their group pressures and a governing majority has, MEP, is the unanimous opinion, a lot more freedom in the majority of procurement, even across party boundaries, and also what the personal As for voting. Politically, this seems to be very pleasant, and it had not seemed as if only one is of the five would be on the podium his job in Strasbourg / Brussels exchange for a seat in the federal or in a German state parliament.

Overall, a really successful evening has given me a lot of fun, and I can only hope that the 80 ballot to take this enthusiasm with "in the province" and there still inspire many more young people to Europe and the European elections!

Merci to the ballot and the whole policy factory!

(Note: The author of this blog is not part of the ballot initiative, but has been writing since last July on his English Europa-Blog on activities in advance of the 2009 European elections .)

Addendum : course you can see everything negatively and make it small as to sueddeutsche.de - but more Europe does not create one by dry German journalism, which is able to put such an action even in a European context!

Congratulations, Mr. Reese, packed for lack of enthusiasm in objective journalism!

PS. I had found in an earlier post that the Information Office of the European Parliament is not really dominated by the European elections.

The representative of the Commission (which returns this week to Brussels and replaced by Matthias Petschke is, however, has noted today that had been since October, the entire financial and human resources made available to the Commission's Representation Office to the EP for the European elections are available. To me nothing is noticed is not that nothing happens.

I also have the Europe House now views from a distance, and at least over there you can not see it that - and when - are the European elections.

10 years Bologna Process: Report of failure

(Original: 10 years of the Bologna Process: A more or less great failure )

Next week, on Tuesday and Wednesday to meet the Minister of Education 46 European countries, EU Commissioner Jan Figel , and other representatives of international and European organizations, such as the € of Europe, UNESCO, the European Students Union (ESU) to celebrate in Leuven (Belgium) for 10 years Bologna Process .

This process was then started to make studying in Europe, comparable, reliable and transparent. For some it was seen as a way to reduce the period of study so that young people would come quickly to the labor market. And the most important goal was to increase the mobility of students, while studying and between the three newly introduced (Bachelor's, Master's, doctorate studies).

are in principle all of these goals worthy of support, and so the process would have the situation of students and scientists / researchers across Europe to improve.

But apart from some superficial changes failed process.

Member States do not have it taken seriously enough. University leaders have used it to introduce structures which serve their organizational interests more than the best interests of mobile students. The coordination was poor, and so is studying in Europe today is not comparable as they were 10 years ago.

The European Students Union (ESU, formerly ESIB), probably has one of the most competent actors in this context that in its press release to 2009-he made edition of its report " Bologna from a student perspective " very clear:
"Although were made progress in introducing "structural" reforms such as the three-cycle (Bachelor, Master, PhD degree), but substantive reforms in terms of mobility, social dimension and the involvement of students, largely ignored, which leaves a massive gap in the core of the process.

The report shows that European students, 10 years after the introduction of the process still find huge hurdles, for example, by socio-economic conditions, family situation and gender issues that they are not recognized as equal partners in the academic and administrative structures, and that they are largely unable to it of the ability to be mobile, make use of to "
And it continues:
. That is, the Bologna process is in jeopardy, as a superficial reform of the European higher education structures to highlight, and non-academic as a logical paradigm Education . The ESU
In its report, however, that small in some areas at least Progress has been made and no one has to paint everything black.

But it remains clear that the core elements of the reform in Europe were still never really taken seriously.

The 10th Anniversary of the Bologna process is therefore not the right time to celebrate, but rather should be used as an opportunity to reflect on what all went wrong, and how the ideas - and ideals - from Bologna perhaps still can save.
